Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from ruin and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, Washington does little to deter Moscow, through words or deeds, from thinking that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until situations evolve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
